INSTRUCTIONS FOR THE HEAD JUDGE


 OVERVIEW: 
The Head Judge is responsible for securing sufficient field Judges and materials to fairly Judge all entries. A Judges Breakfast is mandatory as well as a lunch. All persons that have been recognized by the OCA Judges Recognition Program are available as Judges if they are attending a National Meet. A list, if it becomes necessary, is available from the OCA Judges Statistician. The Head Judge will handle all controversies concerning Judging and class assignments. He/She is to work closely with the OCA Chief Judge who will act PRIMARILY in an ADVISORY POSITION. After Judging hours the Head Judge will summarize the Judging results. He/She will appoint a Field Coordinator to direct vehicles to their field location for Judging. The Field Coordinator is responsible for carrying out the Head Judge‘s directives such as reclassification of vehicles, changing Judging sheets and window cards. The Head Judge will also work closely with: the car shows chairperson, the awards chairperson, the head tabulator and the registration chairperson. It is STRONGLY recommended that the Head Judge work alone in this capacity and rely on the other Chairs for their assistance. All of his/her efforts must be in compliance with the National Car Show Rules. It is MANDATORY that the show field requirements are coordinated with the Swap Meet Chairperson if the said area is to be shared.

REVIEWING RULES
The Head Judge must be thoroughly familiar with: National Car Show Rules, National Judging Form and the National Judging Instructions.

CLASSES: 
Classes must be structured according to the OCA Class criteria. Classes will be published in JWO NO LATER than the issue containing the Preregistration form. The Head Judge should plan to have the information to the JWO publisher by NOVEMBER 1st  OF THE PRECEDING YEAR. Classes and preregistration form should appear in the JAN. and  APR. Issues of JWO in the National Meet Year.

ONLY PRE-REGISTERED VEHICLES WILL BE JUDGED. ( This notification MUST appear prominently on the registration forms in JWO.)

REGISTRATION INFORMATION:
A sample of the preregistration form is enclosed in the Head Judge’s packet. Part of this form MUST indicate preregistration is for Judged vehicles. The CUT-OFF DATE is 30 days prior to the National Meet start date. Show-Only can be taken at your discretion as long as space is available. This form MUST indicate “YOU MUST BE A CURRENT OCA MEMBER TO PARTICIPATE AT THIS NATIONAL.” 

SUPPLEMENT: 
The Head Judge may wish to write a Rules Supplement for the Meet to adjust to the uniqueness of that particular event. This supplement shall not be in conflict with the National Car Show Rules. Changes by the Head Judge will be reviewed and approved by the OCA Chief Judge.

SHOW SITE SELECTION:
Be sure that the chosen site will accommodate the anticipated number of entries and will be on asphalt, concrete or grass covered hard surface. The chosen area will not be in conflict with the Swap Space area. The OCA Chief Judge and the OCA Swap Meet Representative MUST approve these areas with a site visit. Cars ‘for sale’ will not be permitted on the Judging field on Judging day. A ‘Car Corral’ should be set up for vehicles for sale in the Swap Area. Space for ‘Show Only’ vehicles will only be allocated on the Judging field if space is available regardless of when the entry was received. SPACE for each JUDGED ENTRY will be 11’ x 20’ with a 15’ aisle. Local fire codes take precedence at this time. If a DJ is contracted for the show days he will NOT be contracted for the Judging times. These are absolute MINIMUM requirements. Every effort shall be made to group classes in numerical order. 

SHOW SITE LAYOUT:
Site layout will be determined by the space available in the area and the number of entries in that particular class. The exact location of an entry will be indicated by a MARKER SYSTEM that has been agreed upon IN WRITING by your Chapter and the Host Hotel. It is suggested that the use of the flat belting (conveyor) for the locators is the proven way to go. There must also be Class indicators on stands. DO NOT use marking systems that are susceptible to the weather (wind) or presents a hazard (e.g. nails) to vehicles, participants, spectators or Host Hotel Safety concerns. These agreed upon locators will correspond to the field layout chart that will be displayed at the registration table area and in the Judges Breakfast meeting room and also on a hand out to the Judges of that Class. SENIOR PRESERVATION will be arranged within their respective SENIOR class and signified by the colored sheet and window card.

WINDOW CARDS:
Different COLORED WINDOW CARDS MUST BE USED FOR Junior, Senior, Senior Preservation, Modified/Street Stock and Race Car and will be of the same COLOR as the sample Judging Sheets found in the Head Judge information packet. (These window cards have previously been supplied through a request to Fusick Automotive.)

CLEAN -UP AREA:
This area must be large enough to accommodate 2 or 3 vehicles at a time and must be located away from the Judging field and the Swap Meet area.

AWARDS:
The HOST CHAPTER will supply Junior 1st,2nd and 3rd and BOC Class awards also 1st,2nd and 3rd Senior Class awards and a SENIOR PRESERVATION PARTICIPANT plaque (similar to the regular award). The BOC SENIOR is supplied by OCA. This award is known as the SENIOR PRESERVATION AWARD. The R.E.O. Award *** should be selected from among the participant vehicles that best typify an Oldsmobile that has been restored or preserved. There are two groups for this award, pre-war and post war. These awards will be presented at the awards banquet ***. The cost and supply of these special awards is paid for by an OCA special fund and are chosen by the OCA Chief Judge The R.E.O. award CANNOT be given to Modified or Street stock. The BOC winner will receive the BOC award and will retain the 1st place awarded earlier. There are no JUDGED awards for Class 18. This Class entries will receive a “Preservation of Original Features” certificate supplied by OCA.

LONGEST DRIVEN DISTANCE AWARD (Optional):
This award can be used as a “Thank you” to your judges for their efforts and could be awarded to a judges vehicle.

OLDEST / YOUNGEST DRIVER:
This driver MUST have DRIVEN to the Meet in his / her Oldsmobile. See the enclosed form.

FARTHEST TRAVELED (Optional):
This category may include any Pre-registered Participant whether driving or simply attending the Meet.

JUDGES BREAKFAST:
The Host Chapter will sponsor a Judges breakfast and during this time the Head Judge will hand out the Judging assignments, supply a mini-map of the location of the entries being Judged by a specific group of Judges and make the necessary adjustments to cover any short-fall in Judges per class or other relevant issues. This entire process shall be limited to 1-1/2 hours. The RATIO of Judges to entries is VERY CRITICAL. A suggested number could be 3 Judges for 10 entries, following with 4/20, 5/30 etc. ONLY ONE TEAM MAY JUDGE A CLASS. Each Judge must Judge the same area of the entry throughout the entire class; e.g., Judge 1 (exterior), Judge 2 (interior), Judge 3 (engine), Judge 4 (underside and trunk). This team or portion of the team can be used to Judge a smaller class if Judges are in short supply or the team has completed its initial assignment. JUDGES CARDS which identify an entry as that of a Judge are MANDATORY . When it is time to Judge this entry this card must indicate where the particular Judge Owner is Judging and that class location (or the Owner Judge can indicate that the entry can be Judged in his / her absence). 

JUDGES RECOGNITION:
If you choose to identify your Judges on the field PLEASE DO NOT use ball caps as these are part of the OCA Judges Recognition Program.

ASSIGNMENT SHEETS:
These sheets MUST be prepared to give to each team of Judges and will indicate the number of entries, vehicle meet registration number and their location on the field. You may also include the names of the team fellow Judges if they are known at the time.

REGISTRATION PACKET QUESTIONNAIRE:
It is highly recommended that the enclosed questionnaire be included in the registration packet. If the potential candidate fails to submit it, it is his / her fault and is not the responsibility of the Awards Team.

JUDGING COMPLETED:
A Colored sticker is to be used to indicate on the field that a vehicle has been Judged. This can be affixed to the window card or to a headlight.

TABULATION:
ADEQUATE TIME MUST BE ALLOCATED………….for ttabulating the Judges marks. IF DURING TABULATING the Head Tabulator notes or is informed by one of the Tabulators that there is a serious discrepancy, e.g., no 1st  place, the Head Judge will be notified prior to or immediately following that particular class tabulation. The Head Judge will then immediately contact the OCA Chief Judge. These officials will go directly to the Show Field, sort out the problem and make the necessary adjustments. Tabulation will be with the aid of calculators that provide paper proof of score. The Judging sheets are to be delivered from the Judging field to the tabulators as soon as possible following the Judging of the last vehicle in that class. (Remember that you may have a re-classed vehicle somewhere else on your field). Tabulators are best kept apart from the main busy areas and should be made up of as few persons as possible. This area is OFF- LIMITS to all but the tabulators, the Head Judge, OCA Chief Judge, Judges Statistician and the field Judging sheet runners. A copy of the results that indicate Best of Class (BOC) shall be provided by class in chronological order to the awards presenter for the Awards Banquet. PLEASE DO NOT include scores. This list should be in the hands of the presenter in plenty of time for him / her to review. RESULTS shall be posted in a conspicuous area in the hotel as soon as possible. These results should NOT show the BOC as this is presented at the Awards Banquet. SCORES SHALL NOT BE POSTED AT ANY TIME.

 NO ONE OTHER THAN THE TABULATING PERSONNEL, HEAD JUDGE AND OCA CHIEF JUDGE or JUDGES STATISTICIAN ARE ALLOWED IN THE TABULATING ROOM.

JUDGING RESULTS:
For persons wishing to obtain a copy of their Judging sheet, you may provide an envelope that they fill out including their registration number and class along with their name and address. Postage may be sold or provided by the Meet Hosts.

MEET SUMMARIZATION:
After the Event the Head Judge MUST SUMMARIZE the results and then provide a copy to the OCA Chief Judge and to the editor of JWO. The copy must list ALL entries and ALL results. DO NOT PUBLISH SCORES. The copy to the editor of JWO should not be delayed so as to miss more than the next issue following the Event,  therefore it should reach the editor by the 1st of the month following the Event. The copy to the editor WILL NOT CONTAIN THE SCORES. A list of the JUDGES for your National must be forwarded to the OCA Judges Statistician and the OCA Chief Judge no later than 30 days following the Meet. An ACCEPTED SAMPLE is in your packet. The Score of the Junior BOC must be included in the copy to the Chief Judge.

Class 19 is NOT JUDGED but the entries will be scrutinized by an OCA appointee who will determine if the vehicle meets the requirements for the Class and will then receive a “Preservation of Original Features” certificate from OCA at the Awards Banquet.

TROPHIES:
ALL 1st, 2nd, and 3rd placements (Junior/Senior) will receive a trophy including the un-restored/original class “Presentation of Original Features” award, as an achievement reward for the hard work that goes into these vehicles. The Host Chapter will allow sufficient time at the Awards Banquet for the recipient of the award to be recognized, presented with the award, and will include at least the class and their placing. No scores are to be announced. The Host Chapter will also supply the Best of Class (BOC) awards in each class of Juniors which is indicated by the highest 900 point score and these are normally awarded at the Awards Banquet. There must be a “Senior Preservation Participant” award, similar to those of the Junior/Senior awards, supplied by the Host Chapter and this is indicated by the number of Senior Preservation entries. The Host Chapter pays the cost for all the awards mentioned above.

OCA assumes costs and supplies the OCA Senior Preservation Award (a.k.a. BOC Senior, highest 900 points), the Hu Vandervort Memorial Award, the Helen Jones Early Award and also the R.E.O. Award (pre-war and post-war) and the Preservation of Original Features Certificate.  Cost of mailing is covered by OCA.

The Host Chapter may award “Special” awards if they so desire e.g.  Longest Distance, Oldest/Youngest Driver, Hard Luck etc.

The OCA Chief Judge is to be contacted by the HEAD JUDGE as soon as he/she is appointed following which they will receive a HEAD JUDGE PACKET that describes in detail the process to follow to ensure a successful event.
